
Violations of Transfer Policy Won’t Be Tolerated: Deputy CM
Srinagar, July 9 (Gulistan News): The Deputy Chief Minister of Jammu and Kashmir Surinder Kumar Choudhary has taken serious note of a series of unauthorized transfer and posting orders issued by the former Engineer-in-Chief (Secretary Technical) of the Public Works (R&B) Department in the final days before retirement. The officer retired on June 30, 2025.
These transfer orders, involving both gazetted and non-gazetted engineers and technical staff, were reportedly issued without the approval of the Competent Authority and were found to be in violation of the Government’s Transfer and Posting Policy, as outlined in Government Order No. 861-GAD of 2010 and 948-JK(GAD) of 2020.
Following the intervention of the Deputy Chief Minister, the Public Works (R&B) Department has formally rescinded the unauthorized transfers. The department issued Government Order No. 216-PW(R&B) of 2025 dated 09.07.2025, which cancels Order No. PW/EIC/Estab/36 of 2025 dated 17.06.2025 in its entirety.
Issuing a stern warning, the Deputy Chief Minister stated, “Violations of the Government’s Transfer Policy will not be tolerated under any circumstances. Those responsible will face strict action as per the rules in place.”
The Government, through the Public Works (R&B) Department, reiterated its commitment to transparency, accountability and rule-based governance, stating that any attempt to bypass established norms or compromise institutional integrity would be dealt with firmly.
